You do not put blue fluid in the top tankk unless it says its safe to do so..

If you look at the side of the bowl there will be a small lever..ours is on the left.push this one way or the other and the blade INSIDE the bowl should open.

The blue fluid is for the waste tank ( bottom tank).
The rinse (flush tank) is generally pink.

When you push the flush button you also have to turn it in the direction of the arrow which opens the sliding part to allow waste to drop into bottom tank.

If blade not moving then something is disconnected by the sounds of it.

There is usually a lever on the side of the toilet towards the bottom, on our van you pull it towards you and it opens the flap to empty the contents of the bowl into the cassette, push the lever away from you to close flap.

No power, it's hand operated but as Jeff suggested the blade may be stuck onto the rubber seal, it this happens it may tear the edge of the seal and will need replacing, (normally happens when stored shut for long periods like overwintering) They are easily obtained, just make sure you get one for your model which should be printed on cassette somewhere.

A squirt of Thetford or other silicone spray or even cheaper, olive oil wiped onto the rubber will stop it happening again.

Do NOT force it.Get some wd40 and put a load of it in the bowl and leave for half an hour then try it,be carefull too much force might snap some thing.

The other trick that worked with me was water just hot to the touch this will expand the seal.

If its an older van then you should have two dial shaped large buttons situated at the back of the toilets seat bench, one is for manual flush, the other is to empty it, both are twist operated, and no power to this type of toilet is used. The blade on a empty toilet is black, and can easily be mistaken for the bottom of the cassette if its in poor light or being used by someone unfamiliar with how it works.

Its a two stage operation, use toilet, then twist the empty button, then twist the flush button a couple of times to flush bowl and leave ready for next time. Just remember to keep the toilets flush tank topped up, and always use either plain water or the pink fluid diluted with water for this, never the blue, as this can damage the cassettes blade seals.

You might find it useful to download the literature for your model from Thetford for future reference.
The model should be quoted on a small silver label found within the cassette compartment, then use this link here to find instructions and repair guides specific to your lav.
