Well yes, but at least we have established that a touring caravan is uninsurable for permanent living so insurance of any sort for fulltiming is always going to be a bit Micky Mouse.
The answer would be any fixed bed caravan you can find for £5k in good nick. If you want British made then all makes much of a muchness. If you can find a German make like Hymer etc then probably better build quality.
