I think the main reason most sites give for leavers going before arrivers get there is to avoid conflicts in the approach road if it is narrow. Also of course there needs to be pitches available for arrivals.
I would just ring any sites you think may be suitable, and check with them. I would think that most sites would agree to your request if you were going at a quiet time, but maybe not on a bank holiday weekend. As you mention going in winter, I doubt you'll have a problem with most sites. Unless its over Christmas of course.
