Is this normal. I know that some mastic's are designed to remain a little tacky, but, is this to be expected on a new van. Lunar Clubman 2017

Yes, it was still tacky on our Lunar when we traded it in five years after buying it new.

I personally chose to clean it off using one of those silicone removal tools and some turps. I then apply a neat fillet of PU adhesive Sikaflex or similar. It forms a strong but flexible bond if you can get a reasonable thickness and it does not collect muck and grime like the sticky stuff does. This is where a lot of the black streaks that run off the roof come from. Not a winter job though. Wait till the sun returns.
