I managed to buy a reflective yellow self adhesive blank plus all the black letters I needed from a car accessory shop, no questions asked, no ID required. In fact I see a stall on one of our local markets every Saturday who makes the metal ones up without any paperwork!
The plate does have to be of a reflective yellow material and the letters of a standard design and size in black. It is technically illegal to have a registration plate in any other way, but yes, all you would get from the majority of Police Officers when displaying a tempory version is a warning to get it rectified. At worse, all he or she would do is to give you a 'G85' Vehicle Rectification form, where you have to get the problem fixed (DIY is acceptable) and take it to an MOT testing station to get the form stamped to say that the work has been carried out to an acceptable standard. The garage may or may not charge you for the service. You then have to take the completed form to a Police Station of your choice within 14 days of it being issued. There is no fine attached to this and that will be the end of the matter providing you have complied with the above.
These registration plates you see that contain script letters are illegal and positive action is usually the course of Police by way of a non-endorsable fixed penaly notice, costing I think £30 or so. You may also receive a G85 Vehicle Rectification notice as well, and if you fail the 'attitude test' you could also receive an 'HORT1' form to produce your documents within 7 days. The officer also has the right to demand a breath test as you are technically committing a traffic offence.

I asked the lady in Halfords on Friday how many crooks she had had in asking for their number plates to be made up - not many by all accounts. Seems that if you want them for illegal purposes you can get them done in plenty of places so yet again all this legislation for nothing!!
yes, you can get them made without docs at some places, they usually put a little, "FOR OFF ROAD USE ONLY" sticker on them, like you get if you ask for spacings to be changed to read differant on the plate, basically says if you use it, you are commiting an offence and cant say "I didnt know officer!"
got it!! we popped into Halfords...i dunno what it is but they look at you like suspicious... and i become aware and i get fidgetty so i probably make us look more suspicious...happened when we got the last number plate

Well my plate arrived yesterday and very nice it is too no docs and didnt have to leave the house to get those chaps at aplates are good even got a free fixing kit got a choice of plastic nuts and bolts or screws with caps.
It is v. illegal to get one made without documents and the DVLA do check out that retailers are acting appropriately. All sales are recorded - presumably with the intention eventually of establishing a huge database with records of every single plate that has ever been bought, who by, where from etc.
Motor World sell the orange backing and letters but with the instruction that they are not for use on car number plates
My neighbour works for a motor factor and they have to have all docs for a plate much to the annoyance and inconvenience of regular customers with sizeable accounts.
No effort seems to have been made to collect/confiscate the old plate making gear so if you want a plate that's not legal there are ways and means
It really is overkill to think that a luggage trailer / trailer board needs plates worth more than the trailer in some cases.
You can buy two fully legal BS marked acrylic plates from e-bay for under ten pounds (+ p&p), without any documentation whatsoever, makes the whole ID thig a farce somewhat.
Hi Self Adhesive plates are Illegal . If the front plate is taken off the front of your car and put on the caravan it is legal. our so i was told by Police. BIG J

I fail to see what is difficult about going to your local retailer with your v5 and 2 forms of id and getting the plate made,the things we find to moan about.
