I'm not entirely sure what popper tape is but have you thought of using hemming webbing? That's a sort of gauzy glue that you can iron onto the fabric and will make a hem in fabric. No sewing needed.

Popper Tape is the plastic tape on the back of the curtain, used instead of the older style hooks on household curtains.
