Never heard of it either so I googled it.
You load up the card with money and use it wherever you want to, abroad. (Very rough summary.)
Website says “ Important Notice The load functionality is temporarily unavailable. We apologise for any inconvenience this may have on your plans to load your WeSwap card. The card is fully functional and any available funds can be spent. We will provide regular updates here.”
Maybe the OP hasn’t been able to load money onto their card.
It appears to be a pre paid debit card for abroad travel use. My question is why bother ? If you are solvent enough to do foreign travel why not use a fee free credit card like Halifax Clarity or the several others that exist ?
I have Halifax Clarity and Nationwide cards.The WeSwap card gives me an extra option when travelling. I loaded my card with £ and converted to Euros when rate was v high.
I used it in Asia and I was able to load in£ and use the app to convert to and from many currencies and withdraw from ATM fee free.
I asked the question because I had a problem, but it was my fault for not using the App properly.
I gave my daughter a card, with no funds on it when she was travelling.
In an emergency I could instantly put money on it in almost any currency.
It worked perfectly in Asia when her purse was stolen
